Private Water Line Insurance

Recently, some area homeowners received letters of notices from private insurance companies offering an insurance program that covers the cost to repair a break or leak in their water service lines. If you haven't already received a letter or notice, you may receive a similar letter in the future. The insurance coverage being offered would be a private agreement between the company and the individual property owner.

This is not a program sponsored by Kansas City, Missouri Water Services Department or the City of Kansas City. The City is not involved in and does not endorse any insurance for private water lines.

As a reminder, homeowners are responsible for the repair and maintenance of their water service lines as stated in City Ordinance Section 78-22, "The owner of the premises served shall maintain the water service against leakage from but not including the curb stop or fist shutoff valve to the premises served."

The Kansas City, Mo., Water Services Department maintains and operates water collection, processing and distribution systems, stormwater management and control systems, and waste water collection and processing systems for residential and business customers in Kansas City and for wholesale customers in the Kansas City region. Operation is funded entirely by fees charged to customers based on their use of products and services, not by taxes.

Trash delay & no tag week

In observance of the Christmas holiday, City of Kansas City, Mo., offices and the 311 Call Center will be closed on Monday, Dec. 26 and curbside trash and recycling collection will be delayed one day. Residents who usually have Monday collection will receive the service on Tuesday, Dec. 27. Residents who usually have Friday collection will receive it on Saturday, Dec. 31.

Please be advised that Monday, Dec. 26 through Friday, Dec. 30 is a “no tag” period for trash collection in the City. During this time, residents may set out more than two bags of trash without tags. This is done to accommodate the extra trash that is usually accumulated at this time of year. Residents are encouraged to utilize the City’s unlimited curbside recycling to dispose of cardboard and seasonal gift boxes. THIS DOES NOT INCLUDE BULKY.

Crime Alert - Be Careful

This report is from a neighborhood to the west of ours', but contains good information as well as the reminder that we should be aware of our surroundings, especially during a time of year when we can easily be distracted.

The Armour Hills Board has received information of a personal assault and robbery that warrants significant concern. Please read the following incident description and report ANY suspicious behavior or vehicles that match the descriptions from the crime. As further information is available from KCPD, updates will be sent through email.

An Armour Hills resident was robbed, at gunpoint, in his driveway near 69th and Brookside Road on Saturday evening, December 17, at 8:00 p.m. He and his family were made to lay face down on the ground while the gunman demanded money, rummaged through his pockets, and made threats. Fortunately, no one was injured but the gunman got away with their wallets, identification, and credit cards.

The suspect is a mature black man, 5'-8" to 5'-10 and about 200 lbs, wearing black and covering his face with a black ski mask.

The vehicle was reportedly a red or pickup, likely a late 90's model Chevy or GMC Z-71, and was waiting around the corner, on Brookside Road. The robbery occurred on 69th, just east of Brookside Road. Red pickup truck… likely a late-90's model Chevy or GMC Z-71

KCPD responded, but the suspect had already left the area. The suspect attempted to use a credit card from a subsequent Prairie Village robbery to purchase gas. The card was denied but surveillance video shows the truck.

Please be extra vigilant when coming and going. Consider letting a neighbor know when you will be arriving to provide an additional set of eyes in your driveway.

Remember to call 911 if you see anything unusual. Nothing is too small - a parked running vehicle, walkers without pets that don't seem to know the area, etc.

Highlights from the 5th District Residents Meeting on
November 5th includes:

• Lots of investment going on in the 5th District.,
which includes the Target Green project.

• Redistricting—the map is very close to going to the
entire City Council for a vote.

• The City was awarded an EPA Reuse Grant on November 4th for the project at the former Municipal Farm, which will cleanup the brownfields
in that area and revitalize it for reuse.

There were several guests in attendance, including Mia Ward from Neighborhood Preservation, Kendra Mosley Ayuk from Legal Aid and Roosevelt Lyons, the Mayor’s Special Assistant for Community Affairs.

These meetings are held on a quarterly basis, and are
hosted by 5th District Councilman Michael Brooks and
5th District At-Large Councilwoman Cindy Circo.

NEW COMMANDER METRO DIVISION

Effective October 16th, Metro Patrol Division has a new Commander: Major Diane
Mozzicato. Mozzicato most recently served in the Information Services Division. In
June, she was chosen to serve on a panel named by County Prosecutor Jean Pe-
ters Baker that would discuss improvements to sharing evidence with attorneys of
criminal defendants.

Mozzicato has reserved November 30, from 5 pm to 7 pm for the community to
meet her and her command staff: Captains Crayon, Marckx, Jantzen and True.
Please make plans to attend this “meet and greet.” Metro Patrol Station Commu-

Senior Citizen Property Tax Credit

Certain senior citizens and 100% disabled individuals may be eligible for a Missouri income tax credit for a portion of their real estate taxes or rent paid for the year.

The credit is for a maximum of $750 for renters and $1,100 for owners who own and occupy their home. This credit can only be claimed on the home they occupy during the period being claimed. The actual credit is based on the amount of real estate taxes or rent paid and the total household income.

KU Medical Center is hosting a free flu shot drive-through clinic for Kansas City area residents on Saturday, October 29, 2011, from 8:00 a.m. to 1:00 p.m. (while supplies last). The free flu shots will be given in the parking lot at Adams Street and Rainbow Boulevard (just east of 36th) in Kansas City, Kansas.

Anyone who is at least 18 years old is eligible for the free flu shot. Kids ages 8-17 can also get the shot with parental consent. The following people should not get a seasonal flu vaccination:

Residents invited to discuss violent crimes and murders at town hall forum

The City of Kansas City, Mo., Fifth District Councilman Michael Brooks invites residents to participate in a town hall forum on Friday, Oct. 21 from 5:30 to 7 p.m. at the Robert J. Mohart Center, 3200 Wayne Ave. The forum will discuss local crime and violence, along with ways the community can get involved in decreasing it.

During the town hall, guest speaker Mayor Sly James will describe his vision to reduce violent crime in Kansas City, Mo. Both Mayor James and Councilman Brooks will answer questions residents have regarding crime in Kansas City.

The application deadline for the annual consideration cycle is Oct. 15. Applications considered at this time are for events that will take place during the 2012-13 fiscal year, which begins May 1, 2012 and ends April 30, 2013. Applications are accepted year-round, however, many organizations choose to apply by Oct. 15, as more money is available for this funding cycle. The Neighborhood and Community Services Department manages the Neighborhood Tourist Development Fund.

Health Department urges timely back to school immunization

The City of Kansas City, Mo., Health Department encourages parents and family members of school-age children to get their back to school immunizations now and not delay.

Missouri state law requires school districts to have satisfactory evidence on file indicating that students have been immunized or exempted from obtaining immunization in accordance with the laws of Missouri. Students without this documentation on file will not be allowed to attend school.

“Immunizations are a great tool to keep our students healthy throughout the school year, because any missed days impact their ability to learn,” said Carol Washington, school nurse coordinator for the Kansas City, Mo., School District.

Parents and guardians who bring their children to the Health Department’s Immunization Clinic will need to present a copy of their child’s shot records or a letter from the child’s school stating what shots are needed. If the child has previously had shots at the Health Department, parents and guardians may get a copy of the shot record when they register at the event.

“Elementary school students in the Kansas City, Mo., School District who get their immunizations and are present on the first day of classes will receive a backpack filled with school supplies provided by Heart to Heart International and other community partners,” said Washington.

Immunizations at the Health Department are free for children who have no insurance, who have limited insurance that does not cover immunization, or who are eligible for Medicaid’s Vaccine For Children program.

The Immunization Clinic is open Mondays, Tuesdays, Wednesdays and Fridays from 8-11:30 a.m. and 1-4 p.m., and on Thursdays from 8 a.m. to noon.

The City of Kansas City, Mo., invites residents to take advantage of a three-day sales tax holiday from Friday, Aug. 5 to Sunday, Aug. 7. During this time, shoppers who purchase certain items of clothing, shoes, school supplies and computers in Kansas City, Mo., stores will not have to pay any sales tax.

To help reduce costs for families getting ready for the new school year, the following retail purchases will be exempt from respective sales taxes during the 2011 Back to School Sales Tax Holiday:

- Articles of clothing, shoes and cloth or other materials used to make school uniforms or other school clothing with taxable value of $100 or less

- School supplies not to exceed $50 per purchase. School supplies include any item normally used by students in a standard classroom for educational purposes, including but not limited to, textbooks, notebooks, paper, writing instruments, crayons, art supplies, rulers, book bags, backpacks, handheld calculators, chalk, maps and globes.

- Laptop, desktop or tower computer systems (or their component parts) designed for use as personal computers with taxable value of $3,500 or less

- Computer software items with taxable value of $350 or less.

- Computer peripheral devices not to exceed $3,500.

There are some items that may be considered by some to be clothing, personal computers or school supplies that will not be exempt from the previously mentioned sales taxes during the three-day sales tax holiday. These items include watches, watchbands, jewelry, handbags, handkerchiefs, umbrellas, scarves, ties, headbands, belt buckles, radios, CD players, headphones, sporting equipment, portable or desktop phones, copiers or other office equipment. Additional items exempt from the tax holiday are furniture and fixtures for homes, apartments, dorms or other residences.

Marlborough has an opportunity to showcase a couple of
projects that could put us on the national stage.

In addition to the Target Green project (page 1), the
EPA and Mid-America Regional Council are working
with Marlborough residents to disconnect down spouts and
install both rain gardens and rain barrels. Eight rain gardens have been planted.

These demonstration projectson private property compliment the work the city is doing to install rain gardens,permeable pavement and other green solutions in the
public right-of-way.

On Friday, July 22. EPA and city officials will recognize
homeowners in the Marlborough area for installing dem onstration rain gardens, rain

barrels and other green solutions to reduce stormwater
runoff and keep our streams clean. A tour of the gardens
will precede a press conference at 12 noon at 1312 E. 79th
Street, the site of the first rain garden. Mayor Sly James,

and other city, county and state officials have been invited to

City opens cooling centers, offers heat safety tips

The National Weather Service has issued an Excessive Heat Warning for the region, including the City of Kansas City, Mo., beginning Friday, July 15 at 1 p.m. It will be in effect until Tuesday, July 19 at 7 p.m., with the possibility of an extension if high temperatures continue.

Temperatures are expected to rise into the mid-90s on Friday, July 15 and will continue to rise into the upper-90s to 100 on Sunday, July 17. Heat indices are forecast to be between 105-110 or higher and may last through the remainder of next week.

Please note: it is against City ordinance for residents to swim in any of the City’s fountains.

The City’s Health Department continues to assist the National Weather Service in determining heat-health notifications. The department also continues to coordinate communications among agencies involved with heat response, such as The Salvation Army and United Way 2-1-1. The department continues to monitor the emergency rooms as well as working the Jackson County Medical Examiner on suspected heat-related cases under investigation.

The Health Department recommends that residents check on their neighbors and take precautions to protect themselves from the heat.

Eleven things you can do to protect your health during times of extreme heat:

Do not use a fan as your primary source of cooling. If your home does not have air conditioning, please go to a public building every day for several hours.
Never leave children, pets or others alone in closed vehicles: within minutes, the temperature inside a car can reach over 140 degrees and this can kill within minutes.
If you have to work outside or in a non-air-conditioned workplace, take frequent breaks, rest in the shade or cooler environment, and drink plenty of water.
Check on your neighbors, friends and relatives at least twice a day (morning and night).
Avoid too much sunshine, and postpone outdoor activities and games.
Avoid extreme temperature changes, such as a taking a cool shower immediately after coming inside from hot temperatures.
Stay indoors as much as possible during the heat of the day in an air conditioned environment.
If your home does not have air conditioning, go to a public building every day for several hours.
Replace incandescent bulbs with compact fluorescent bulbs, to reduce heat and save money.
Conserve electricity not needed to keep you cool.
Dress for the weather: wear loose-fitting, lightweight, light-colored clothing; this type of clothing reflects heat and helps maintain normal body temperature. If you have to be outside, cover as much skin as possible to avoid sunburn. Protect your face and head with a wide-brimmed hat.

The Emergency Homeowners Loan Program (EHLP) was created to help homeowners who are temporarily and involuntarily unemployed or underemployed due to economic or a medical condition, and are at risk of foreclosure. Eligible homeowners may receive up to $50,000 in emergency assistance.

EHLP will pay a portion of an approved applicant’s monthly mortgage including missed mortgage payments or passed due charges including principal, interest, taxes, and insurance. EHLP expects to aid up to 30,000 distressed borrowers (nationwide), with an average loan of $35,000.

The State of Missouri will receive 401 loans. Anyone interested in this program must complete the attached Pre-application Screening Worksheet and submit to the Greater Kansas City Housing Information Center, an approved EHLP agency:

The Beans & Greens Mobile Farmer's Market is open today (Thursday, June 23rd) from 3pm to 7 pm at Center Elementary School, 84th & Euclid.
Offering fresh fruits and veggies, premium meats and eggs, the Market accepts debit, cash and SNAP (food stamps). For those on food stamps, who often have a difficult time getting access to fresh and healthy foods, their food dollar is doubled. So, if they spent $30 at the market weekly, they could take home $60 worth of groceries.

The Marlborough Market location is one of the newer ones in the city, and we need your help in getting the word out. The Market will be at Center Elementary EVERY Thursday, rain or shine, and with a full-service grocery store absent in our area, this is a good, solid alternative.

Please pass the word, and come by the market yourself!

City to hire up to 150 employees for summer work experience

Recognizing the need to provide employment opportunities for residents, the City of Kansas City, Mo., has announced the addition of a second, six-week summer session to its successful Bright Future Employment Program. The City will hire up to 150 employees at the Bright Future Employment Fair - II on Saturday, June 4, 8 a.m. to noon, at the Brush Creek Community Center, 3801 Emanuel Cleaver II Blvd.

Kansas City, Mo., residents ages 15 and older interested in a six-week paid Bright Future work experience this summer are encouraged to apply online at www.kcmo.org/brightfuture by June 2 at 5 p.m. The City will contact those applicants chosen to attend the employment fair by June 3. Only residents who apply and receive an invitation to attend will be permitted to enter the fair.

The Bright Future Employment Program’s second session will provide participants full-time work between Monday, June 20 and Friday, July 29.

Mayor Sly James and the City Council recognize the correlation between more employment opportunities and a stronger, better qualified workforce and look forward to the Bright Future Employment Program’s second session. Adding a session to the program also aligns with several of Mayor James’s initiatives.

“A job is the best social program we have as a City. I am excited to invite Kansas Citians, who are looking for a summer job, to apply for the Bright Future Program. Through this program, participants will gain valuable experience, make a little summer money, and provide some valuable service to our City. It is a great program kicking off at exactly the right time. I urge residents looking for summer work to sign up, get involved and help Kansas City get to work,” said Mayor James.

This year’s first Bright Future Employment Fair, held in March 2011, provided 125 City positions and 475 private sector positions. Since the program’s inception in 2005, the program has connected more than 4,000 people with work experiences with an impressive retention rate of 96 percent, which far exceeds the national average.

In addition to a six-week work experience, the Bright Future Employment Program also provides leadership and professional development seminars for its participants.

The program’s second session is sponsored by the City in partnership with the Concerned Clergy and the Full Employment Council. Previous supporters have been- Burns and McDonnell; UMB Bank; BKD; Greater Kansas City Chamber; Kansas City Power & Light;and CH2M HILL.

Swope Health South - Southtown Sparkle Award

Swope South

Swope Health South, located at 8825 Troost, opened its doors to the community in December 2010. The 5,000 square foot community medical clinic has completely renovated medical and administrative support space to include six exam rooms, two triage rooms, an on site lab, and a community meeting room.

Four medical providers staff the health clinic, which provides services for adults, OB-GYN and Pediatric patients. Patients are also able to obtain chronic disease management materials and information from the clinic's patient education rooms.

The opening of Swope Health South was a collaborative effort between local elected officials, The Local Investment Commission (LINC) and KCMO Health Department. "We are honored to be a part of this effort to establish a health resource here in South Kansas City," said Verneda Robinson, President & CEO of Swope Health Services. "Often, transportation is a barrier to receiving health care for uninsured and underserved citizens; through Swope Health South, we will bring services to this area of need," she added.

and Health Fair

More than 80 booths providing health information and free screenings will be set up on Saturday, April 16 from 10 a.m. until 2 p.m. in the Research Medical Center west parking lot at 2316 E. Meyer Blvd. There will be a children's area with carnival games, face painting, free books and bike helmets, and a free soccer clinic with t-shirts and balls for the first 200 children! The ½ mile and 1 mile "Fun" Walk begins at 11am.

Additional activities include the MO State Highway Patrol Seat Belt Convincer, fire trucks, police special units, community entertainment starting every half hour at 10am, healthy snacks, and prize drawings throughout the event.

The Block Party is sponsored by The Research Foundation, Harmon Diabetes Center, Neighborhood Tourist Development Fund, and Research Medical Center. Mark your calendars and plan to attend!

KC police post unsolved homicide cases on website

In an effort to solve more homicides, Kansas City police have posted a detailed list of last year’s unsolved cases on the department’s website.

The new homicide information can be found at www.kcpd.org. Click on “h” in the alphabetical directory, then choose the homicide unit link.

“Go for the Green” Food Drive – thru 3/17

February 11 – March 17 at area Price Choppers, local schools and online.The “Go for The Green” Food Drive is a unique opportunity for schools to combat hunger in our community. For the past 26 years, the Kansas City St. Patrick’s Day Parade Committee has sponsored this drive, and Price Chopper has joined in the effort by hosting food collection barrels in each of their stores.
